Just a quick reminder that since the 2004 lockout, the Senators have:
Lost in Round 2
Lost in Finals
Lost in Round 2
Lost in round 3
and
missed the playoffs 4 times (5 including this year)
Since 2006, the Flames have:
Lost in round 2
Missed the playoffs 6 times (7 maybe this year)

Senators won those playoff games in spite of Melnyk.
Ownership doesn't build a team, they just set the parameters through which the team is built. Over that stretch, the Senators have been a budget team and Flames have been at or near the salary cap. You could argue that the Sens would have had even more success had they been able to spend to the cap.
