It doesn't really matter anymore but I think the process for reviews should be that the ref announces why the goal is initially called off. That way the coaches can challenge that decision made by the ref. It seemed like in this last case the refs were using the review to find any supporting evidence for the initial call and finally settled on interference after looking at the video.
