You can bet that hundreds of movies have been made in National Parks around the world. The production crews would obviously need to adhere to strict policies, as does anyone doing any kind of business or activity. 
 
The most ridiculous part of this whole thing is that they aren't banning the movie because of an environmental issue. Apparently Park Canada is stepping in because they don't like the way a character is perceived.....shouldn't that be the job of the aboriginal affairs minister or possibly a human rights section of the government? 
 
In my opinion this entire thing reeks of someone calling in a favor because they wanted the film to be shot elsewhere to begin with.

It doesn't matter at all. This was a major production and it looks bad no matter what way you spin it. The last thing the province needs is word of potential challenges such as this spreading through the production circles when the local film industry already needs a cash injection.
 
One or two soured film crews can quickly turn into an all out black balling of the industry here in a hurry.

			So the Parks should just allow anyone to make a crappy movie, and not limit the number filmed?  Maybe this will let filmmakers know that no, you can't film an Adam Sandler movie in a national park.  Sounds good to me.  It's OK to have standards, and if a film doesn't meet those standards, boohoo.  Like the article says, there are many more films wanting to be filmed in the parks than there is capacity for.

If there's a good practical reason to limit the number, then they should, I just can't think of one.

I'm sure there are many practical reasons not to let every one who wants to film something in the parks do it.  Environmental damage, number of people, remote locations, staff to monitor, etc.  The parks aren't a film stage, they are a park.  If you can't think of a practical reason why there should be some limit below "everyone" I suggest you think harder.

Considering the excessive animal violence in that show, you have a great point.  I can't watch it, personally--I can't take animal violence of any kind.  After watching that wolf get murdered, I shut it off, never to be turned on again.

False dichotomy. Permits can be limited without having an aboriginal villain be grounds for denial.
 
If Parks Canada is really suffering from excessive demand, how about auctioning off the permits to get the best possible price?

			I'd have had more respect for Parks Canada if they just had a statement read by a Snow Plow Driver:
 "We....uh....at Parks Canada just think this movie is going to be unapologetic Hot Garbage and, uh, wish to be in no way associated with its production in any capacity.
 
 Further to which, uh, we at the Snow Plow Union, 'Plowers Local 2201' have never, uh, exacted swift but admittedly arbitrary vengeance for perceived 'Snow Plow associated' transgressions.

Parks Canada said concerns over the fact the gang leader was Indigenous was "an important factor in the agency's final decision." 
 (Tom) Jackson wrote a letter to Parks Canada saying he had been given the chance to vet the script and insisted it wasn't disrespectful.
 
 The movie's producer Michael Shamberg — whose previous credits include Erin Brockovich, A Fish Called Wanda and Get Shorty — said the crew planned to spend almost $5 million in Banff and Jasper over the course of the shoot.
