Despres was never the same after his concussion, so it will depend how he bounces back. That contract will either be great or an albatross , I'm hoping for the former as I hate seeing careers derailed by head injuries.

Well, Quebec applied for expansion and at no point did they pull out of the process. I would then assume if approved they would have gone through with it.

Maybe they weren't approved because the NHL wasn't sure they could come up with the money. Or, if they could, that it would hinder the long term viability of the franchise there because they owners were using all their money on the one-time fee.
From the NHL's perspective, leaving QC as an option for an inevitable team relocation makes perfect sense and I have no problem with that. Built-in fan base, willing owners, building in place.

The $500 m was the expansion fee if approved. I believe it was a $10m non-refundable deposit to even be considered.

I'm not sure Quebecor not being able to come up with $500 million is a concern when their annual revenues are just shy of $10 billion. But the threat of the Carolina Hurricanes collapsing is very real at the moment and with the recent lawsuit against Peter Karamanos Jr. brought forward by his sons. The NHL needs to be prepared and Quebec City is the only city other than Vegas with both a stable ownership option and suitable arena that could host the Hurricanes. Every other relation option either needs a new arena or has no ownership options.

I've checked several sources, including Quebecor's own website. Their revenues for fiscal 2015 were just shy of $3.9 billion, with a net income of only $152 million – this after two years of net losses. Their total equity is only about $300 million – $9.1 billion in assets, $8.8 billion in liabilities. And the company has been bleeding cash.
