Hell, you'd think she'd declare it just to ease the mind of the people up there who are now thinking "um WTF you don't think this is a god damn emergency".
If true, and that's a completely unverified if because I didn't actually hear her, this one statement (perhaps along with the delay in military assistance request) is going to bring Notley down. And that is a 100% unpartisan statement I promise.
edit: it doesn't look as though this is referring to her fentanyl comments recently...it reads as if it is referring to the fire. Did anyone hear her say this?

The Canadian Armed Forces are preparing to provide assistance to the people of Fort McMurray and will act in support of Public Safety Canada, the Government of Alberta, and the first responders managing the situation on the ground.
Given that armed forces pressed into firefighting require some training (24 to 36 hours), then I assume what will help is airlift and heli support. Good to see that is being provided. Those C-17s can carry a heck of a lot of stuff that is needed on the ground.

Definition: A government or division of government (i.e. on a municipal, provincial/state level) may declare that their area is in a state of emergency. This means that the government can suspend and/or change some functions of the executive, the legislative and/or the judiciary during this period of time. It alerts citizens to change their normal behavior and orders government agencies to implement emergency plans. A government can declare a state of emergency during a time of natural or human-made disaster, during a period of civil unrest, or following a declaration of war or situation of international/internal armed conflict. Justitium is its equivalent in Roman law, where Senate could put forward senatus consultum ultimum. It can also be used as a rationale (or pretext) for suspending rights and freedoms guaranteed under a country's constitution or basic law. The procedure for and legality of doing so varies by country.
Canada Specific: The federal government of Canada can use the Emergencies Act to invoke a state of emergency. A national state of emergency automatically expires after 90 days, unless extended by the Governor-in-Council.[10] There are different levels of emergencies: Public Welfare Emergency, Public Order Emergency, International Emergency, and War Emergency.[11]
The Emergencies Act replaced the War Measures Act in 1988. The War Measures Act was invoked three times in Canadian history, most controversially during the FLQ Crisis. During World War I (against threat of Communism from 1914 to 1920) and World War II (perceived threat by Japanese Canadians after Pearl Harbor from 1942 to 1945) the Act was enacted for the duration of both of the two world wars.

What would declaring it do that isn't already being done? I'm pretty sure that the surrounding agencies for Ft. Mac have "implemented emergency plans" already. All the rest is government related.

- DND response will be RCAF airlift (initial a/c is a Herc I believe). CAF aviation assets currently situated at Ft Mac airport.
- the Province has not requested a ground component.
- The order of move for any ground components: 1 CMBG Immediate Reaction Unit, 1 CMBG, 41 CBG (Primary Reserve). Joint Task Force (W) (JTFW) issued a Warning Order last night but it hasn't filtered down to me.
- 41 CBG does not currently have a Notice to Move. I can't confirm the other formations.

Flood damage was $5B, they'll blow past that today if not already.
1600 Structures @ ~$500K to replace each (Assuming mostly housing) = $800M, but of course that doesnt account for infrastructure repair, temp housing, + more damage in the coming days. $5B could very well be exceeded
I heard on the radio this morning that part of the reason they aren't bringing in a tonne of ground personnel is they don't have the resources.
If you bring in thousands of military and/or Calgary/Edmonton responders you need to feed, clothe and shelter them, something that they are lacking at this point. They are likely doing damage control at this point and will need the resources for "rebuild" if and when that is possible.
