True, but only because it's hard to determine that in real time. This is why I loathe video review for offsides. As I see it, there are two reasons why it isn't working
1) 99% of offsides gave no advantage to the scoring team. A centimeter here or there confers no advantage at all. If you say that all files need to be 100%, where's the cut off? It's no different than a hand pass that gets missed 3 minutes before the goal, or touched with a high stick, a missed penalty, etc. Why arbitrarily decide offside? We solved a problem that didn't really exist (maybe one of two memorable instances before the challenge) now we're limiting offense because of technicalities.
2) The challenge has made literally ten times more controversy. It has not improved integrity, clarified any rules or had any beneficial effect. More coaches are angrier, and no one knows what the rules are anymore. What's an offside? What's goalie interference? There's more grey now, not less
