It doesn't specifically say: but there's a huge section of the actual city of calgary plans that discusses the need for open parks and ssystems and blah blah blah.. all the diagrams show just an empty green space. They dont' show a skatepark..

			A glass box stadium woud fit right in with all our glass box skyscrapers.

From my understanding it was forced through so the city could have a suitable venue for the rugby world cup. There was and continues to be plenty of opposition to it. Even four years later there are regular reports in the local paper about the drain the stadium has had on the city and region.
 
As flameswin pointed out though, the cost and population aren't really an issue for Calgary, though that being said, we (Calgary) could do so much better than this. Apart from the fancy roof, Forsyth Barr is a pretty bare bones facility on the inside. The end bleachers they use are like the temporary aluminum ones we see at McMahon for grey cup games.

				These guys come in and it’s always a nice polite one. You serve them because you dont want to cause a scene. And then they become a regular and after awhile they bring a friend. And that dude is cool too.

			Keep in mind it's probably not to scale the area is a lot bigger than it looks on the cities. Model. Google earth it and see for yourself there's enough room for the footprint of a staples centre size building. It was really more ambiguous than anything else
 
"Due to the limited seating and the significant interest in this presentation, these first sessions are for primary season ticket holders only (guests are not permitted) and your rsvp is non-transferable."

No one has committed to build a building in Toronto and they didn't have an owner will to outbid Pegula for the Bills.
