I'm almost at the point where I want someone to come in here and just lay and entirely fabricated plan that they insist is real, surely the disappointment won't be worse than the dozen or so delays we've seen.

Likely because all the I aren't dotted and the T's aren't crossed on important details such as, funding, taxpayer impacts, community impacts from a construction and infrastructure perspective and communication plans on these and many other fronts haven't been worked out and need to before you announce.
You are likely just itching to know about the new rink as a Flames fan and just want details. Many will hear the announcement when it comes and want details on what it means for tax payer dollars, what does it mean for their community if it's near by during construction and after. How will XYZ be handled. Not everyone is going to be excited about this project for multiple reasons and they need to be ready.
Also, ironically, you are asking why it's such a big secret, as you complain about not having details. I'm sure they've learned their lesson on making announcements on things with incomplete info. People of course then want the next level of detail right away, and get frustrated when they don't get updates or their questions can't be answered. So likely waiting until they are able to answer "most" questions before announcing.

Nenshi just went on holidays so I can't imagine anything happening soon without him being here. Not that I was expecting anything happening that soon.
Since everyone seems to be running away from the Winter Olympics, my guess is that there is some pitch that involves 2026 so that everything can be upgraded. If they can give them to Bejing (with no mountains) then we'd be in good shape. The facilities here seem to be in pretty decent condition still so it won't cost much more (relatively speaking) to fix them up. With all the infrastructure announcements going on it will just tie-in everything perfectly with timelines. Flames get arena/stadium with a public/private partnership, city probably gets a good fieldhouse tied in somehow. Everyone is happy except taxpayers...
It's a Friday afternoon before a long weekend and I might have had a cocktail or two so why not have a little alcohol-induced speculation.

Sorry, but you don't call it "crossing t's and dotting i's" when you don't even own the land you want to build on, and have not even released any plans/numbers for the community and stakeholders to respond to. Unless the Flames are entirely funding it themselves (highly unlikely), everything is still a pretty big hypothetical. Even if they have beautiful architectural renderings, it's still a hypothetical concept at best...you can't have final architectural drawings until the exact land and financing is known. Not having financing or land in place is not crossing T's...it's still writing an outline.
One thing to keep in mind is that the guy in charge of this project had absolutely 0 years of development experience when they started this project. Chances are good there was a massive learning-curve on Ken King's part, that's probably delayed things for quite a lot longer than it needed to be. I think the Flames did themselves a disservice by not bringing on someone with more experience to head this project.
Yes, it's a big and complicated project, but come on now...entire Summer Olympics and Big Digs have been planned and built in the time it will take the Flames to complete this thing (or to even release plans for it). And the hardest part is yet to come! At some point, I don't think its unfair to point fingers and accuse the Flames of incompetence.
