I think the Flames will fund the arena by buying up all the 50/50 tickets at each Flames game for a few seasons. They'll win every single time! Easy money.

That's not how it works. Typically, a project like this will have a conceptual design associated with the preliminary vision. It is in no way the final design, however.

Not so easy as you think.
50% of the money goes to the winner
50% goes to Flames profit
-15% of that money goes to 50/50 ticket sellers (Volunteers, Hockey/Soccer/Lacrosse teams, organized groups, etc.)
- Any combination of the remaining 35% goes to Flames charities or pure Flames profit.
(I've done five or so 50/50 fundraisers for my team)

So for every dollar the Flames spend on 50/50 tickets, they get 85 cents back to direct to arena funding. This plan is flawless. Flawless, I says!

I knew the Flames donated some money to charities but I did still think they made profit. But good for the Flames for donating it.
Oh well, I guess you could say I was 50/50 on that answer

Only eligible charitable or religious groups may obtain a raffle licence (50/50). I assume flames foundation for life accounts for the 50 50 independently from the main club

To expand on this further Polak, a lot of major infrastructure/construction projects will be announced with an artist's rendering of the project. In a lot of cases the actual blueprints/hard and final design is not completed until the building is half-built!
Take for example the new stadium in Regina for the Roughriders. In a design-build project like that they can accelerate the building process by beginning construction on foundation nearly immediately while still drafting the plans for the rest of the building. I believe they just recently completed the final plans despite already having concrete poured for part of the stadium. http://www.reginarevitalization.ca/stadium-project/
Announcing/starting a project without a firm plan might seem insane but it actually is quite good policy so long as it is used properly. It allows for some design change freedom and can help limit cost overruns by being able to change plans as the project progresses.

I think you would be hard pressed to find a legitimate 50/50 draw anywhere in North America where half the money does not go to a non-profit and the other half goes to a winner. I'm not sure it is even legal for a for-profit to make money off a 50/50 in Canada.
