Because if the team makes it clear to him he will not be offered a contract then why would he stay?

I am not sure the Flames do anything (Glencross makes some sense, but I don't think he will waive). I am ok with that, as the tinkering won't likely make much of a difference and it is way too early to make a real splash. Steady hands!

Because he's a UFA that teams (who are also in a PO spot and probably a better one than the Flames) will covet, and because they may well indicate that he can be extended by the new team in an easy negotiation. Free Agency isn't exactly fun for a middling player.

Plus there's a lot of pressure to "help" the present team by waiving. Sundin got a lot of negative press when he said he wouldn't waive. Players don't usually rely on their NMC to block trades - just to control where they go.

Btw, I don't see Glencross waiving his NTC. He stayed for the rebuild, he's not leaving now when they're about to make the playoffs. As for loyalties, I'm pretty sure Glencross has more loyalty to the guys in the dressing room than Burke or Treliving.

I don't see the Flames giving him hard time over it either. They're a class act, unlike some other organizations.
