Sure sounds like it. Looks like he maybe the next high profile player to go on waivers:

No line changes from Monday practice. Semin, Nestrasil are extra forwards.

Asked Peters if Semin situation is frustrating: "It's not frustrating to me. We just play the guys who dig in and work and play with speed."
Chip Alexander @ice_chip
Peters said he has had several conversations with Semin this season. "Obviously something's not right. Talk is cheap, though, right?"
Chip Alexander @ice_chip
Peters said he will play the "best 20 players" and wants players to show teammates, organization they want to play. "Show me," he said.

The question now is what will be done about Semin? Waivers, send to AHL, buyout? It seems clear Peters' patience has run out.
That leaves 3 more years… Just about time when the Flames will need cap space. I would take a flyer on him for HUGE compensation. Semin might even be a good fit with Gaudreau.

Test him out for a bit and see what happens. When he is on the right team and motivated it had worked in the past, but if things go south it is bad.
They were potentially willing to move their first last year to get rid of Ward. No chance they move this years' first, but maybe Hayden Fleury could be in play.

I want Semin even less than Richards. Unless we are talking high end prospects or 1st rounders, I don't even look at bringing these guys in.....and I still may not with the 1st rounders attached.
I could see the Flames being a broker in the Semin trade; he is not worth $7M/year, but there would be teams interested in him at 3.5M/year and the Flames could easily handle 3.5 per year for the next three years in exchange for good young player/prospect
