Isn't parallel parking still tested though? That *should* be more onerous than angle parking like in this case.
I can't fathom how they could parallel park but not get out of this parking lot.
I would also think that if its possible to "pay" for your drivers license in Alberta, that should stop. Driving schools shouldn't be allowed to even issue licenses.
The road test is about 25 to 30 minutes long, including instructions and feedback.
You are required to know and demonstrate:
• how to identify and operate the vehicle controls
• how to do right and left turns legally and safely
• school and/or playground zone times and speed limits
• how to parallel park
• how to hill park (up or down)
• proper lane changing
• how to manage controlled and uncontrolled intersections
The Province has a survey with various questions. One of them is regarding people who fail driving tests, like this person should've. It's a good opportunity to let them know that we don't want bad drivers like this on the road.

I'm not sure about in Alberta, but in BC, you could theoretically fail the parallel parking component (i.e. climb the curb, get the applicable demerit points) but still pass the test. But I definitely agree with the notion of testing parking in a parking lot during testing. It is painful watching some people getting into and out of parking spots.
I got my drivers license 19 years ago in small native village in the NWT. There was no pavement or street lights. Only 2 stop signs and one yield sign. I had to pretend to parallel park, because there was no curbs or street parking. Yet somehow that qualifies me to drive pretty much everywhere in world.
I think there should be mandatory retesting every 5-10 years with the score being reported to the insurance companies.

In Alberta, climbing the curb onto the sidewalk is an instafail of the driver's exam as it breaks a traffic law. Or it was many years ago when I was taking drivers ed. You also had to pass each component, so if you just blew the parallel park in a routine way, you were docked points and told to do it again.
She certainly acted like she didn't know. Most people in that situation would either
1) Do the right thing and leave a number
2) Hightail it out of there. She didn't seem to be in any greater hurry to get out (although I don't know if she would be actually capable of leaving quickly!)

That's it? Wow. So driving on a cell phone and not hitting anything is a bigger fine than actually hitting something and not being able to drive.
The citation would be for "failing to notify owner of an unattended vehicle damaged in accident" which is a fine and 3 demerits, plus you now have a failing to notify on your insurance, as opposed to a $172 fine and 0 demerits.

Unacceptable. That BMW has got to have some sort of camera/parking sensor setup, and if it doesn't, it's because this cheap fool bought the most barebones version they could find of a car they could not afford.
