I think the flames are putting their prospects in the best position for them to develop and icing the best team they can without committing to long term contracts or giving up assets for veterans.
This causes a team to draft in the top 5. So no they aren't tanking.

You didn't include "The Flames haven't played a game in the regular season yet and therefore this is woefully premature and the reason the mods should either control polls or have a higher standard for those who can post polls" which would have been my vote.

No they aren't tanking.
They are managing with a greater emphasis on long-term decisions.
That definitely results in a worse team this year than they might have f they were focused more on short term decisions (i.e. go after a guy like Boychuk).
But they aren't tanking.
Now if they trade Giordano at the deadline...

Would depend on the return they got for Gio but I don't see it happening. At least not yet. Circumstances can change.
As for tanking no. I don't think any team tanks.
