The Seton one is planned, but I haven't seen a truck move into it's site yet. I believe it is supposed to open in 2017.

The Great Plains Rec Centre is being constructed in the SE, too. I believe the successful bidder was selected as recently as last week.

Seton appears to be slated to open sometime in 2018.

It is also currently proposed to only house 2 rinks. I`m sure that will change early on in the development plan. I can`t imagine that 2 rinks would be sufficient and 4 should probably be the minimum number.

Not 1 of those rinks you listed is in the NW, and Edge is in the tax district of Rockyview.

The City of Calgary has failed to invest in Sports and Rec for a long time.

I am glad they are building the NW Rec. centre, the pool looks top notch with separate fun zone and lanes for lessons. Only 1 proper hockey rink and no indoor fields is a major blunder in my opinion however.
