I think this is something that should be clarified in the rules. Does waiver:
1. Start from moment it's submitted by the GM OR
2. Start from the time it is posted in the waiver thread.

I think it should be the latter but obviosuly GM's should not be penailized/fined if they need to waive a player to get below max roster size or because they are over cap.

The latter...and lets remember we have stated that things will move slower in the summer...during the season we are on top of this daily. The Watchdog is not in effect right now so its not an issue.
