I used to have a neighbour who did the same thing to me. She would complain when my tv was on volume 8. She would complain when I walked in my kitchen, that it was too loud. She complained when I had the radio on when I was studying for a final exam.

One day I decided to have a halloween party at my place and about 25 people showed up. She moved out 2 days later.

Have a big party, assert your dominance.

Based on the information provided by OP, the only sensible option remaining is to issue a Statement of Claim suing the neighbour for harassment and financial damages, both of which should be relatively easy to prove. I do not recommend wasting your energy on running around with a book of By-Laws in your hands and exacerbating the situation. SoC is cheap and could be very effective in preventing your neighbour from further attacks on you and your tenants, especially, when they realize that they could be on the hook for some significant financial damages.

I suggest that you contact killer_carlson, who is a member of CP. He is a condominium lawyer with Willis Law in Edmonton and he should be able to either help you with this or point you in a right direction.

Thanks CaptainYooh I wondered if something like that was a possibility. I had something similar where a tenant of mine and a neighbour got off on the wrong foot or something and he (the neighbour) would call me and yell at me about them having too many cars (they had no more than him), the quality of their cars, how they did things, everything. He video taped them, my tenants were actually afraid of the guy. He was trying to sell the house and was saying she was making it more difficult to sell (ignoring the other people on the street that had more cars or worse ones).

It was so weird too, he was super nice up to that point.

It only went away when he sold the house, they get along great with the new neighbours.

Frustrating when people decide to be problems but seemingly nothing can be done about it.

OP if you go the SoC route please share how that went, I'm very interested.

I hate needing to resort to litigation but when all good faith efforts are exhausted, this often becomes the only option, unfortunately. As I implied in my earlier post, a Statement of Claim is nothing but a legal threat telling the other party that you're serious about the dispute and do not wish to tolerate their behaviour any longer. More often than not this is enough to change the offensive behaviour.

CaptainYooh's advice is great, but I'd also take some steps in regard to your next tenant. The SoC will take this feud to the next level and I have a feeling they won't just turtle over a "legal letter".

This is not a condo issue, but a "there's a dbag" for a neighbor issue unfortunately. It's out of the Board's hands.

What's their beef with the previous tenant? Was it because he's a renter? Knowing that would help in selecting your next tenant. Try and find someone that they won't be able to intimidate if possible - a police officer would be great. Hell, drop your rent to get one in there if you have to. Sound like you have a landlord's market there - you might want to come forth with potential renters as to what to expect. You should be able to get someone in a tight market that's not opposed to dealing with that situation.

Tapout wearing, 6'6" scary looking mofo with neat tendencies would be your dream tenant.

Its crazy that people do this stuff. Calling the police 20 times for nothing is harassment, plain and simple. The fact the cops tolerate that repetitive crap surprises me.

If police ever respond to a call that turns out to be completely unwarranted/unnecessary, they should be able to bill the complainant for their time. These pathetic busybodies are not only costing us tax dollars, they are tying up the police for potentially dangerous real emergencies.
