This list is pretty embarrassing for us too though. We need to be up with Vancouver at least, not down there with Toronto and Florida.

More playoff games equal more wins.

Our ranking of all 122 franchises in the NFL, NBA, NHL, and MLB rates teams based on how much they spent in player payroll for every win during the last five seasons. Each team is compared against the average price per win in its league to produce a score we call the efficiency index. The less a team spends compared with its peers, the lower its score. Playoff victories and championships get extra weight. Payroll data come from the best available published sources.*
Playoff wins count for 10 percent of a season (e.g., 16.2 wins in baseball); Wild Card wins get half credit.

Championships count for 50 percent of a season (81 wins in baseball)

The variance in NFL payrolls warrents their exclusion from this list. For the most part team's spend within $5 mill of the cap every year. So the rankings are almost exclusively a result of purely on-field performance. On that basis the Flames are 78th out of 90. Which is what you'd expect for a team that has missed the playoffs a number of years in a row while spending to the cap.

LOL @ the Chicago Cubs. I bet they finish close to dead last in almost every era if we used this criteria going back over the decades.

Especially in hockey with its hard salary cap and a limited range from the cap to the floor. The top 5 NHL teams on that list also won the last 6 Stanley Cups.

Looks like it based on the last 5 years. It's an average calculation based on their methodology, and given it's a 5 year look, it only takes into account "recent" history. Would be really cool to see it over extended periods of time too, 10 year, 15 year, 20 year intervals.
