If you think that's arbitrary, check out some of the gerrymandering you find in the US.

You're probably going to need to provide some context. I think we're all aware of the gerrymandering strategy in general, but not with this particular district.

Actually it's the opposite. According to Wikipedia

It was drawn in 1992 as one of two black majority (minority-majority) districts, as blacks comprised 22% of the state's population. With 64 percent African-American residents, it stretched from Gastonia to Durham. It was very long and so thin at some points that it was no wider than a highway lane, as it followed Interstate 85 almost exactly, It was criticized as a gerrymandered district. When created in the 1990s, it was one of two minority-majority Congressional districts in the state, defined to provide African Americans an opportunity to elect a representative of their choice.

Yeah, right.

For anyone who doesn't get it, blacks will vote 90% Democrat, so this removes them from deciding other electoral districts where the vote is split.
