Any desk position that would have input into the safety of other groups would be safety sensitive. For example, a draftsman designing a substation would likely be safety sensitive. A better example would be air traffic control.
A desk job that wouldn't be safety sensitive would be payroll and things like that.
Each job is different and many companies depend on an outside firm to determine what is or isn't acceptable.
