Its almost like Ford doesn't give a crap anymore, and is trolling everyone to see how far he can go while still being mayor.

Yeah, you could even see the smirk on his face when he made the cunnilingus statement, like he thought he was being smart. He knew exactly what was going to happen.
It's like he is trying to rub it in people's faces that he can say whatever he wants now since he has no lower to go (it seems).
EDIT:
It looks like they have voted to strip him of most of his budget and powers. He will be "mayor" in name only:

It is pretty amusing how he is going down in full fight mode. They are going to be left in a weird Game of Thrones type limbo where different people are claiming to be boss without a strong legal precedent backing anyone. If an important civic issue comes up, it could get pretty entertaining with different people claiming to be in charge.

I just read this on Twitter, but to give you an idea of what an egomaniac Rob Ford is, when he became mayor of Toronto he changed the official telephone number for the Mayors office from 416-397-CITY to 416-397-FORD. Obviously it would now be prudent to change it to 416-397-ROCK.

Yeah, that's what confused me too. I saw that and asked, was he trying to be funny? It seemed like it was a planned statement when he didn't even have to go there. I think he was trying to appeal to his base with his folksy 'straight talk' and just didn't realize how wrong a thing it was to say. But it was like he had that line prepared... So weird.

Why Ford hasn't resigned yet is just mind boggling, thought it has provided us with quite a bit of entertainment.
I do question the legality of whether Toronto city council can revoke his powers....

I wanted him removed as mayor but the entertainment he's providing is too good. I don't see how he can improve on yesterday though but you can't underestimate him.

He didn't resign the first time either when he was forced out of office for using his official letterhead to raise money for a personal charity. He fought back with lawyers.
He thinks he can do the same thing again. He's just one of those grown-up bullies/gangster that doesn't back down and just keeps clinging on hoping he can pound you to giving into his strong arm tactics.

See I heard about this and I don't get how this is possible. How can councillors vote to effectively strip an elected official of power without holding a new election? Seriously, I get it in this situation, but in the abstract that shouldn't be something they can do.

I'm not totally convinced he "thinks" he can do the same thing again, but if you're him, unless you care about the city (he clearly doesn't) or the feelings of your family (again, he doesn't seem to give a hoot), what have you got to lose?
It's not like the guy has a chance of resigning today, getting "clean" and coming back onto the political scene a year or two from now. I mean, I guess it's possible but with the damage he's done it appears very unlikely. So, if all he cares about is his career (well, aside from the hookers and blow, of course) then he might as well try and ride this out; I see it as his only possible chance (mind you it appears to be about a 0.01% chance) to continue a life in politics.
IMO Mr. Ford needs another chapter in the Senate scandal to unfold or perhaps something else equally important to Canadians. The local TO media will stay on him like white on rice, no matter what other story breaks, but perhaps the national media starts to break away and forget him, perhaps the calls to resign start to slowly subside and he is able to start re-building his approval rating (I've still never seen it below 40% btw)?
I see it as very, very unlikely but there is a chance, if he keeps his nose clean (literally and figuratively), to stay on as Mayor, talk about how he has battled his demons and won and how the past is the past, win back the yop gobblers (that never really strayed too far away from him anyways) and give us deserving Canadians 4 more solid years of crack filled civic entertainment!
