What a ridiculous story. I'm pretty sure you wouldn't be convicted of assault for masturbating in public in Canada either, but you would be convicted of something like indecent exposure, committing a lewd act and/or disorderly conduct, which this guy will most likely be convicted of as well.

The logic that two completely different laws, impacting different populations, with different rationales, in different countries, with different intentions are different? Well if you think that they are even remotely related I have to question your thought process.
The only way that this would be similar is if the law that Russia instituted didn't discriminate against homosexuals and was focused on preventing people from exposing their genitals in public. But that isn't what the law is about.

Probably not. Someone who is crazy enough to start wacking it on a beach is someone I would rather stay away from.
