They are waiting for him to give up. They are not going to send people in to get blown up. If he dies, he dies. But they are not going to risk others lives to save him if he doesn't want to just stand up and get out of the boat.
I think it will be a while before they get him out of there because of all the bomb stuff. They need to make sure he has no explosives of any kind on him before they move him anywhere.

Edit 2: over the scanner they are trying to clear streets now so that makes sense that they are extracting him.

In the end #3 gives you eventual food, rest, and a bit of peace vs. #1, #2, and #3.
He's only 19. Probably poorly thought out the consequences of his actions or thought he had a chance of getting away with it. If he's been spending excessive time on Jihadi websites, he's probably thought of "martyring" himself too. Such a waste.
That was my first thought. #1 if you realize how badly you f-d up, #4 if you are committed.
