If this guy was smart enough to dump the backpack and wait for daylight, you have to think his chances of sneaking away to live another day (hours?) is pretty high at this point. Every suspicious person call involves a guy with a backpack right now.

I don't think his plan is to escape, it's to inflict as much damage as possible. If he ditches all his weapons it won't be easy for him to get more.

True but he's obviously getting his explosive material from somewhere as the suspects have managed to rearm themselves. Who knows what he has left.
