It's not just a kicking motion. Directing it in with your skate is also no goal, which is what the Av's player did there.

Agreed. There is way too much grey area in terms of "kicking it in". No one in their right mind would use a regular kicking motion to try and score while on skates. So what the heck is a kicking motion then?
