I see dogs offleash in many parks that are not designated offleash - it is really not that uncommon of a sight. I cannot comment on offleash parks as I have owned a dog in years as I do not feel I have the available time/schedule to be a responsible owner.
An easy way to gauge (rightly or wrongly) how well a dog is trained is to simply look at how they behave while on a leash. If a dog constantly pulls on the leash I think it is reasonable to assume that the owner has failed, neglected or ignored other areas of training as well. I stand by my statement that most owners are too lazy to do it right (if at all).

Fact: Calgary has seen a dramatic decrease in dog related incidents despite doubling in population over 25 years. The data has already been posted several times in this thread.
Fact: Calgary has 149 designated off leash areas and most of these are shared use spaces. 1,250 hectares of dog friendly areas, which is more than any other municipality in North America (this only makes up 17% of the total park space in the city before anyone whines about it). That's a lot of space for dogs and it mostly operates harmoniously.
Fact: Walking around the streets of Calgary isn't like some sort of thunderdome for dogs. Give me a break.
So, pretty much if I take my dog anywhere other than my house I'm an irresponsible owner? Give me a ####ing break.
People are acting like it's a dog attack epidemic, yet the numbers do not agree with that in the slightest. It suggests the complete opposite.

So - question for the non-dog-liker types.
Hypothetical situation, as I don't even live in the city, but let's assume I have a new dog who needs to be trained on recall. I work on it in my yard, but we eventually have to move past that. I have no vehicle so can't take her to an abandonded field somewhere and an off-leash park isn't a good idea, as recall is the problem - we need an area with fewer distractions to start with.
So - I find a green-space area that has a couple picnic tables, open soccer field, but no playground equipment. No one is around. I leave the leash on, but drop it, to work on recall. As soon as I see someone coming, I call the dog back and get her to me as quickly as possible, so she doesn't bother anyone. If they are staying to use the park - she remains on leash with me holding it from there on-in.
I know I am still breaking the by-laws - but that's a risk I've decided to take in order to work on my dogs training. While I accept that I could be ticketed and would have no problem paying the ticket - would you call me an irresponsible dog owner?

Whats irresponsible is using terminology like murderer and trying to pass this thread off as legitimate. Most rational people understand that dog attacks are an enormously small problem in relation to the size and issues of this and every other city.

I know it's over the top from your perspective, but it's my opinion. Can you at least throw me a bone and say "yeah, piss and crap are kind of gross." I mean, they are. Why am I a freak for not wanting them where I play with my kids?
