If he can do the mental gymnastics it takes to steal from you while looking you in the eye, then he's pretty much hopeless. He's got a victims mentality and you can't reason with him him or meaningfully retaliate, so
That, or make it your passion project to fix this broken human being (hint: you can't)

I've had this problem in the past with roommates, and quite frankly it sucks. I feel for you Papi34. Me and my ex lived with 2 other people who felt that it was their god given right to eat whatever we had bought. So what we did was instead of buying bulk food, we would go to the store when we got home and just buy enough food for the both of us.
The only thing that was in the shared fridge was stuff like milk and eggs (even those got consumed). It might suck having to go to the store everyday, but it was a solution that worked. The other 2 people actually ended up getting mad at us for not ''contributing'' to the house, but you know what, why should you have to pay for someone else's food? I would suggest doing the same thing. Get in the routine of just buying your own food after work each day, just enough for yourself. It might be a slight inconvenience, but it worked for me.
All in all, roommates suck. And having a roommate with a part time job, who doesn't go to school, is a red flag. I understand your a student and money is tight, so it sucks being stuck in that situation. But when you get the chance, move out and DO NOT GET A ROOMMATE. They suck for reasons just like this. The hot sauce solution is also good. Buy a bottle of Dave's Insanity hotsauce, and set a ''decoy'' food for him. When he eats it, he will get the message.

Hot sauce in the food? Naw.
Roofies. Followed by pictures of your roommate playing dressup and having fun with vegetables and other cylindrical foods.
Tape one of the pictures to his door. Move out before he wakes up and sees it. Leave a note saying there are dozens of these pictures ready to be posted online.
Profit.

I agree, move out. In terms of it being very cheap, things are cheap for a reason and you have to be willing to live with that. In this case, its sounds like thats not feasable.

If you're a student, you should never live with a non-student. Especially a guy who has a shoddy work record.

Just keep giving him a bill for how much money he owes you for eating your groceries, do it daily or weekly.
If he ever has any food, pop, beer, whatever, consume the crap out of it and say 'thanks for sharing'

What's his excuse for eating your food? Does he ever give you a legitimate one?
Just shrink his clothes in the laundry for every raid he does on your fridge.

Just deduct what he ate off your portion of the rent and make sure to keep all your grocery bills to show exactly what was deducted.

Step 1: Go to Home Depot and get a good lock for your room maybe even a deadbolt buddy just incase hes crowbar happy.
Step 2: Get a lock for the fridge in your room and use rivets insted of screws so he cannot take the lock plate off.
Step 3: If you notice that this still is not working beat his A$$ and move out.

Yeah, there are really only 2 choices. Put up with it or move out. If this guy is an adult and you told him that he isn't welcome to help himself to your food, and he still does it, then he has a character flaw that probably only a trained professional can help him overcome.

Thanks for all the advice guys, i dont think i made a couple details clear which may make this situation more complicating.
First he does have a job as an EMT on a rig site, but the work is very off and on depending when they need him, hes supposed to go every 2 weeks for 2 weeks on 2 weeks off (a big reason why i moved into this place) however since moving in september first he has been gone a whopping 8 days total.
Secondly, i didnt just move into some random place, I know the guy, he is actually my sisters boyfriend who ive known for some time!! So doing the hot sauce and roofies lol isnt really an option, also confronting him physically is out of the question as he his 230 and i am 150 haha. Again we have no other issues about the living other than this food issue!
Thirdly, I know its easy to say just move out but ive looked at other places and the cheapest i can find by myself is about 600 in a crap hole 1 bed apartment plus utilities. (right now i share a basement suit for 300 with utilities included.) If i move out i risk the same problems or worse with new roomates or pay more than double to live alone. Also i move back to calgary in April as i complete my degree.
Finally, i have even spoken to my sister to see if she could get through to him and well as you can see from the results to no avail.
Sorry i typed this up so late last night was incredibly frustrated and left out these crucial details... any other advice based on these new facts?
Thanks guys

Put a lock on your bedroom door, keep all your food in there.
It's that or move out, and since you don't want to move out....

This was one of the biggest lesson I learned as a student. I lived with many non-students in student housing and not a single one of them worked out.
People who aren't students yet want to live in student like conditions are usually people who don't want to go to school full time or work. Thus, they will rely on someone else to support them. The guy obviously doesn't understand how financially challenging it is to be a student. When you're a student, even $20 in a month either way is big money.
I wouldn't put up with this. Have a more serious talk with your sister about this guy. If that fails, bail.
Regardless of what your sister has said, she has full control over this situation. The moment she starts to withhold the goods, his attitude will change.

Oh and tell your sister to slip a finger in his brown eye next time she gives him a BJ.
May not get you any money back but hey, small victories right?

First he gets bjs from the OPs sister, and then he steals the OPs food.
