I agree. In fact, I was also thinking of the Brazilian guy when I heard about this. It just seems almost worse when people come here from places that are more renowned for violence, and then end up getting shot in the face or sh*tkicked to death.

Yeah I don't mean to derail this thread, but the guy had an inkling for music which helped, his girlfriend stayed by is side, and amazingly he didn't have much anger towards the gunman and chose to stay in Calgary. Really interesting. I would have a hard time myself in that kind of situation.

I agree on both parts. I always wonder ponder the existence of those two payphones on 4th and 2nd. Do the crackwhores actually make them profitable? Are there two so they don't go violent on the storekeeper if one is broken? If they got rid of the payphones would it help decrease the sketchiness there? I mean I see them being used by lots of different people so it must add to the draw of the location.
About the murder, eek, I walk right there down 14th and 15th west of 4th all the time at night to avoid having to wade through the drunks at National and the Ship and Anchor and I agree it doesn't seem unsafe as far as inner city areas go. Coincidentally I stopped using 6th street to cut across there to 17th Ave at night mostly because there's at least one really rowdy party house in that two blocks there. These guys are a block away from the murder so in all likelihood it's probably not them but I'm pretty sure the place was brimming with effed up (hard-partying) young'ns even on a couple weeknights so I just thought avoiding that one spot was prudent.

^^^ On a similar note, is Victoria Park generally free of its' crime-ridden past? Or is it still lingering today? I know plenty of new developments in the last 15 years have really cleaned it up somewhat, but when I walk through it to Flames games or the Stampede Grounds, it still has that "keep your hand on your wallet" feel . . .

edit: Sorry misread at first, I'm not too sure about Victoria Park as a whole but it does seem vaguely at least somewhat better to me.

Relatively speaking back to 2000ish - not sure. "Free" of crime? I would suggest that is certainly not the case:

^^ I can attest to 2002 being a bad year. I don't know if crime stats show it, but 14th Ave between 4th and 2nd was pretty awful. Now the area looks really nice - at least in the daytime.

The hippies are in the house with the long stairs in front, no? I wasn't worried about them. It's the beige or grey house across the street. They're not total bad-asses or anything, just seemed to be a non-zero chance of something happening with a drunken buffoon. I did walk right through a big group of them out on the sidewalk once. I just figured it's not out of my way to avoid so why not be on the safe side.

Yeah plenty is wrong with it, including your claim that they'll be out in a few years, but instituting the death penalty has been shown to have no ability to rectify the issues.

What's your evidence that they wouldn't get paroled early after a few years? It's happened before and it will happen again. Canada is relatively more lax on their punishments than the U.S.
A recent case in Calgary saw a Chinese national get released from prison on murder charges after a year and a half. He violently killed his wife.

Note 6 of that piece is particularly strong at dispelling this myth that convicted murders are released in 2 years.
I have no idea what case you are referring to, but I suspect that he was not convicted of murder.

Edit: There are still cases of parolees being let out before the law indicates. In the Reena Virk case in 1998, a second-degree conviction was handed down in 1999, but one of them was on day parole in 2007, which is less than the 10-year minimum for second degree murder.
I think there are cases where exceptions are made in Canada, but for the most part, they do follow law.

Manslaughter is a totally different situation, you're dealing with cases that cover a pretty broad range of actions so the parole terms are going to vary. The case above also involves a guy who's being paroled and promptly deported, so there's plenty of motivation for the parole board to ship him out.
I believe that the parolee in the Virk case was a juvenile tried as an adult, that may change things slightly but I'm not sure.

IIRC at the time a juvenile sentenced as an adult served 7 years for murder.

I can see that might be true but if one qualifies clarification needed by being the one notion expressed vaguely then definitely shouldn't the one with the notion to that which is expressed thereafter be as such?
