The fact that the official on the field changed the call to make the Giants challenge instead of the Packers is bogus enough, now Levy deems it inconclusive.
If the refs has let the play naturally end and it was the Packers who challenged then Levy would have probably deemed it inconclusive as well and it would be Giants ball.
