What Marois has attempted to do, in essence, is to make an illegal agreement retroactively legal, a method so repugnant that even her own caucus is up in arms.  
But Marois's autocratic methods may spare us the worst political blunder since the Big O: the decision to spend a half-billion dollars building a hockey arena in Quebec City for a National Hockey League team that may never come. (The cost of the arena, to be shared by the Quebec City and the provincial governments, has been estimated at anything from $400 to $500 million - but this is the home of the cost overrun. Surely we learned something from the multibilliondollar disaster of the Big O.) 
   
The Péladome is a terrible idea, an insane waste of taxpayers' money at a time when our schools and hospitals are strapped and desperate, when we are taxed to the hilt and wallowing in debt. 
 
If Péladeau has to have his toy, then let Quebecor build the arena, as Molson did in Montreal. Canadiens president Ronald Corey convinced Molson to build what is now the Bell Centre back in the mid-1990s at a cost of $330 million.

Quebec's lobbying commissioner has launched an official investigation into the controversial Quebec City arena deal because it has reasons to believe the province's legislation was violated.
 
After examining the documents provided by city officials, the commissioner said in a brief statement Thursday he has "reasonable grounds" to conclude there was a breach of the lobbying law — as a result a full investigation will be conducted.

There are pending lawsuits, there is political opposition, but still Quebec City Mayor Régis Labeaume makes inexorable progress toward breaking ground on a new NHL-ready arena for the city.
 
The latest development: the municipal and regional councils have approved the arena management contract and leases inked last week after secret last-minute haggling between Mr. Labeaume, city hall lawyers and the Quebecor media conglomerate.
 
There is opposition on other fronts, as well, so it’s no sure thing that the project will be completed by the projected September 2015 opening date.

Quebecor will pay the city $33 million to manage the state-of-the-art arena and get naming rights for 25 years. Quebecor will pay an additional $30.5 million if the city gets an NHL team.
 
In return, the city will get a building manager that is committed to attracting a pro hockey team — the two parties have agreed to try to bring a team to Quebec City by 2020.
 
But opponents of the deal are trying to quash it because it did not go to public tender.

Marcel Aubut, who sold the Quebec Nordiques 16 years ago, says he thinks NHL hockey will return to the provincial capital within two years.
 
Six U.S. NHL franchises are in trouble and ripe for relocation, Aubut told QMI Agency.
 
Aubut says his hometown could have had a team sooner had a new arena been ready by this year, but the $400-million facility won't be completed until 2015. 
 
That means an NHL team that relocates in 2013 would have to play its first two seasons in the Pepsi Colisee, a 61-year-old facility that's not up to NHL standards. 
 
"If we had (built) earlier, we would have had a team today, not Winnipeg," he said of the Atlanta Thrashers' move to Manitoba in May.
