The construction went to bid. The architect design work was not bid - about 10% of the total cost.

Everything, and i mean everything in the public sector should go to bid...otherwise it is rife for complete and utter corruption. 10%, 2%, or50%...it doesn't matter.
Of course that council has since been replaced so going forward we can expect proper handling of any public expenditures, but the whole thing is leaving a sour taste in the mouths of Calgarians from what I gather. Rightfully so.

Let's not confuse people, the design in large part defines what construction companies can bid to build it. Had the design not been so opulent and obviously challanging then maybe the costing could have been much lower. Sole sourcing Calatrava pretty much meant you were ensuring that an expensive design came out of it because afterall it's been established that for this bridge the style 'is the function' and not the other way around.

No, not everything should go to bid, it simply costs too much and takes too long for smaller projects.
The city sole sources the design of many projects in this city. And that's the way we want it. It's not just to one engineer, but to many different ones.

As long as the cost of the design is under $75,000, though. Was the Calatrava design that cheap? Do you know? I doubt it, but I'm not sure how much a bridge design goes for these days.

I was talking to one of the welding inspectors a while back and he said it was an absolute gong show. None of the welding is done to Canadian standards and a lot of it isn't and easy fix. I haven't heard anything recently but I imagine they are still trying to get it up to code.

That cheap bid by the Spanish(?) fabricator to build it is looking better and better, isn't it?
