You are in a tough spot and I think your current situation of casual annoyance has a pretty good chance of getting much worse, and only a slight chance of it getting much better. She's not breaking any laws, and while you can make the argument she's doing something morally wrong, you can't prove otherwise. I realize many around here like to take the "guilty until proven innocent" approach, but when it comes to your job and an environment you have to exist in 40 hours a week, I'd tread carefully.
I worked with autistic kids once. Most weren't visibly impaired ... they just looked like every other kid. Problem is you get them into a confined space like an elevator or a line-up and they'd start freaking out. Calaway Park has a system where they will give passes that let you get to the front of the line. The particular group I was working with didn't like to use these as the philosophy of the group was to teach the kids how to cope in real-world situations. There was one time however we did use the passes. I was yelled at (to my face) repeatedly throughout the day for abusing a system that kids with "real" problems needed.
I'm not saying you're in the same situation, quite different actually. I only bring up the story because it annoys me when people make assumptions about others when they don't have the full story. Perhaps she's totally abusing the system and perhaps she has something underlying that you don't know about. Because you don't know, I think it would be best to leave this be.
But I'd follow the advice of the Captain and Rathji. You've taken this legally as far as you can. Suggest a change to the parking regulation and leave it at that. If you'd like leave a gently worded note outlining the situation, go for it. If you include harsh tones to the note you're opening a can of worms that she could very easily take to management and given the nature of the situation they won't have much option other than to take her side. If that happens you'd best hope to god nobody saw you put that note on the car.

Skimming through the thread, here's what I've gathered:
-There are less convenient spots, that people have to pay for, but she parks in the closest free parking, which was intended for clients, but isn't marked that way.
-The driver does have a handicap tag, regardless to the degree of her 'handicap'.
-It bothers Jolinar that she can walk in heels, yet park in the closest available handicap spot.
- We are unsure to the degree of her handicap, and there's been other people with more obvious handicaps who would benefit from the spot, but it's been used by this driver.
- Other people with handicaps are paying for parking.
I hope I have all this correct, and no sarcasim is intended here.
Honestly dude, I don't think you have a surgically repaired leg to stand on. I get your crusade, and it's noble, but it's not going to go anywhere without you putting your name and reputation on the line.
Unless you can prove that the tag is fake, or she's using it unlawfully, she's entitled to that spot. There's no such thing as 'not handicapped enough' for a spot. It's black and white. Handicapped, or not handicapped.
I would suggest it to Human Resources that they are losing out on income, as she is parking for free... other than that, I don't think you have anything.

You could always just get some yellow spray paint and custom make a "loading zone" in that spot. You'd have to unbolt the signs at night, but I would think this should keep her out of that stall.

Edit - I will clarify why I'm asking. A buddy of mine is coming over tonight who works for Health Canada at Canada Place. If he happens to know this chick, all sorts of hilarity may ensue. I know the odds are pretty small, but I also bought a lottery ticket for tonight despite the odds.

Haven't read everything on this thread, but maybe she's knows this as well and doesn't want her parking compromised? If she gets employee parking and it's taken away then she'll be stuck either paying or out of a spot all together. Perhaps she's just making sure she's got a spot, as any one of us do on a regular basis when we park, no?

Tell her boss to grow some balls and enforce the employee parking area.
If the parking spot outside is for clients then there should be really no reason to not have her boss confront her about her parking habits.
Heck, it's cold up in Syberia, why wouldn't she want to have heated underground parking anyway?
