From what I've read, if Ogden was ever its own town, it was only very briefly in the early 1900s.

Is that ever cool. I guess that would be Crescent Heights area in the background. If that picture was taken at the northern edge of Scotsman Hill like I'm thinking it was, then here's the view today. It's too bad the trees and bushes are in the way, you'd get a better comparison.

I think  it's just the perception of the shot. Looks to me like he's sitting right at the edge of the hill. If you look in the foreground across the river is a horse and maybe a person. They don't look to be too far down, just the height of the hill down. I think?

Nah, something actually functional for inner city residents. Most transit routes are oriented towards carting people from the suburbs to downtown, but there aren't many great routes to go from one inner city community to another, or within the centre city. 
  
The Beltline Community Association (Beltline takes its name from the streetcar route that looped through the community) has been crafting a plan to try and get a streetcar system going again.

The Centre-city plan also puts forth the idea of potentially creating a few routes.
  
Toronto was incredibly smart to keep its streetcar system and it is a huge component of the city's transit system. In fact it was the only North American city to really keep its extensive original streetcar system intact. Now other cities are trying to reintroduce them. Portland Oregon, is a great example of a city that has very successfully introduced a modern streetcar system. It's fantastic and has been a huge catalyst for its downtown's revuventation.

			^ Just to try and clarify what I mean. From the streetview photo I posted you really don't get an idea of how steep down the banks are. If he's sitting right on the bank taking the photgraph, there is a greater perception of height because of the steep banks, if that makes any sense?!
