are those the only two photos you have? is there one where you can make out part of his license plate number? that might help if he has a personal address for that and a fake for his businesses?

Well you could go to AMA or the courthouse or something, run some searches and put a lien on his fancy vehicle. It likely won't do much but you could see his history  You may end up not wanting to chase this guy
