We actually covered this in one of my Anatomy classes. It's because there's no vital organs around the hips, whereas almost all your important organs are contained within the chest and abdominal cavities.
The excess fat in these areas causes more pressure on the organs, as well as trapping more toxins in the fat.
All in all though, it's better to just not carry excess fat, unless you expect to run out of food sometimes soon and have to survive off your own stores.
