I would go to Phoenix. There's a ton of golf courses in the Phoenix region and if you look around you can find some really nice affordable courses to play. My parents used to have a winter home down there and my dad and i had no problems finding affordable golf. Also the Phoenix newspaper always has coupons for golf deals in them.

Palms Springs has a million golf courses and I think they're pretty cheap. We went there a couple of months ago and stayed at the 7 Springs hotel and suites. Pretty nice, clean and updated.

If it's late feb, Murtle beach SC has incredible golf and very beautifull courses for 1/3 the cost than of Arizona. for $1300.00 you can get air/hotel (suite on the beach) and 5 rounds on great courses from Calgary in late feb/early march. After march 21 it becomes a little more expensive as it's the start of high season.

Just for an example, In our package we got to play Prestwick (they play a US open qualifier there) after our morning round we wanted to play again, they lets us play for $40.00 yet the price on the wall was $185.00.

I used to go to Victoria for a golf vacation every February.
Cordova Bay and Bear Mountain are so nice...

Vegas weather isn't so great in February. It can be windy and even kinda cool by their standards. It sucks to fly 2000 km to golf in the wind.
Florida has lots of direct flights through Westjet and I doubt there is a place in the world with more golf courses than they've got. And the only thing that mucks up Florida weather is the odd hurricane, which won't be happening in February.

I would definitely hit up Phoenix. Beautiful weather and lots to do. Check www.golfnow.com for cheap green fees. I use this site everytime I golf in Phoenix.

Put me down for Phoenix over Palm Springs. I've been to both cities, and while Palm Springs did have a lot to offer in terms of golf; there seemed to be little else to do for heterosexual guys in their late 30's.

I've had good luck using the last minute golf companies to save on green fees. We tried these guys on the last trip and it worked out really well.
