There are 12 top halves and 12 bottom halves. Some of the "halves" are very thin so you wouldn't notice if they were missing.
In the first configuration, there is a top on each bottom (12 complete people). In the second configuration, one top half and one bottom half don't line up (11 complete people and 2 incomplete).
The low guy on the far left doesn't have a top on his head in the second configuration, and the one whose head is highest (3rd from the right in the first, 6th from the left in the second) is missing the bottom of his feet in the second configuration.
