Being informed that your bandwidth will be throttled before they actually throttle it should be useful.

It is knid of interesting what they came up with.
Yes, an ISP has a right to control traffic on their network. BUT they cannot throttle traffic that is time sensitive (VOIP), and they can't throttle to the point where it "blocks or controls" the data. So they can slow down a torrent since that type of traffic isn't generally time sensitive, but they can't slow it down so much that it becomes useless.
It looks like they are trying hard to balance. I guess I'll take a wait and see approach.

Given that I have ADSL to my apartment, and my upload speeds are already throttled, (640 kb up) I would not accept any attempt to further limit my bandwidth. Though the competition really is slim pickings.

I would have prefered them the ability to throttle users at peak times and not programs/services/ports themselves.
Time sensitive is a very slippery slope but classic Canadian BS legal garbage.

Berkman FCC draft. If any of the rankings are to be believed, we are approximately 20th in relation to both speed, and market uptake. And economic powerhouses such as NZ and
Note you cannot get 6mbps in London as apparently the lowest speed price is for 8mbps service.
Anyways, it may all be a moot point as the average speed experienced is 4.1mbps.
Of the pdf file page 157 may be of interest, as it covers their analysis of Canada's 3g network.
