It was. I've been messing around with 3.0 so I don't have my phone jailbroken anymore so it might be gone?

Jailbreaking allows you to install apps from outside of iTunes.
Unlocking allows you to use the phone on other cell carriers.

So if I want to use my iPhone in the States without horrendous roaming charges, I should unlock? How do I do this? I'm okay with tech stuff and am learning but this is probably beyond me.

No, that won't really help you. You would still need to get a phone plan and a local US # etc. to do that. If you're doing that, you might as well just get a 2nd cheep/free phone on a US plan that you use while in the US.
Unlocking is more effective if you want to get a phone from another part of the world that is unavailable here and use it here. E.g, If you wanted the latest, coolest phone from Japan which won't be available in Canada for 3 years.

Darn! You're not helping. That's not what I wanted to hear.  I've been told that I can get a card (is that the right term?) in the States and put it into my iPhone to be able to use it in the States without the huge charges. True?

Someone makes a card that fits in with the SIM card to unlock it I believe, not sure what it's called though.
You'd still have to purchase a US SIM card to use with it as well.

I've got Slingplayer Mobile on my iPod touch. I find it to be pretty good so far- the video quality is normally good, but it can turn horrible depending on how strong your wifi is. With a strong wifi connection, it's very good. Also, it buffers a little more than I would like, but it works pretty well overall.
Also, with a jailbroken iPhone, there are ways to get it working over 3G.

Traveling overseas and such it's nice to have an unlocked iPhone so you can slap a local SIM card into the phone and you're good to go.
You couldn't unlock the latest snazzy phone from Japan. They are a pure CDMA country, no GSM, and only GSM phones are "world" phones.

Well you can insert it, but it won't work. It'll give you a message that the SIM is unsupported.
Curiously enough.. it's super easy to use the unlocking tools from the iPhone Dev Team (Yellowsn0W and QuickPwn) on Windows, but on the Mac, they're a major pain in the ass.
I spent 3 hours trying to upgrade and unlock my old 2G phone to give to my girlfriend while I was using my Mac. I got pissed off and switched over to Windows and had it done in 10 minutes..

Air Mouse is incredible. Never thought I would spend 6 bucks on an App, but this thing is amazing if you do any sort of presentation work.

I've heard great things about this if you use a computer as the center of your home theatre. I was listening to a podcast where a guy was using a mac mini as his media hub and being able to control it from the other room (because it works on wifi) was a huge advantage.

This app is pretty slick, it lets you watch live video feeds at the Pens game...Ken King make this happen at the Dome.

You may have given me something to mention at tonights info session. That is AWESOME. It essentially does what that little psp looking thing did for that trial game last year. I loved that little device, but there's no way I would buy one. If it were on my phone on the other hand ...
