Probably because this combination gives even the most law-abiding of citizens the creeps. It's almost a damned if you do, damned if you don't situation.
 
You're approaching an intersection, going 65 in a 60 zone because it's a beautiful clear day, then the light turns. In a split second, you think "I'm so close, I know I won't get a red light ticket if I gun it, plus there's a cube van behind me so I don't really wanna pound the brakes".
 
Damned if you do, damned if you don't.

			I heard on QR this afternoon that they were only allowed to issue speeding tickets while the light was green.  They were quite specific about the legislation that was passed was (something or other) "on green."
 Yeah, I got nailed by one of these when I was in Winnipeg a while ago.  A 50 zone like Elbow where everybody does 60; I sped up to about 65 to go through the light.  Fortunately Winnipeg has a policy to not ticket out of province cars.

Ahhhhhh okay. I agree that it's a tad unfair and i suspect i might get tagged with a ticket or 2 myself. I always tend to speed through the light as opposed to hitting the brakes and risking a rear ender - especialy in the winter when the roads are icy and you think the guy behind you isn't go to be able to stop in time.

			Radar detector should pick up these new cameras.  It would be a similar isdea to the silver vans that sit on the side of the road to the best of my knowledge.  I would assume that the cameras will use Ka band radar, easily detectable by any run of the mill radar detector.

Yeah that's not the point, though.  With the police and traffic laws, it's never been about safety, it's only about getting more money out of people who are already paying their taxes.

			Man, this town has such long yellows that if people are out there running reds in non-winter driving conditions y'all deserve to get ticketed. 
 Right now, I think everyone will agree that continuing through a red-light instead of trying to stop on icy roads is by far the better choice, but by the time this comes into effect, the roads will be fine.
 
 Sure, I speed from time to time and sure I've maybe run the odd red. But if I do these things I know I'm running the risk of getting a ticket. Everyone knows this. If you don't want to get a ticket, don't friggin' do it. It's pretty basic math.

			Well, I guess I'll be the first person to be somewhat in favour of this implementation.  I have yet to see anyone get a photo radar ticket for going less than 15km over the limit.  Therefore, I would have to think that these will be set up in the same way, with the discrepancy included.
 I realize people speed.  I speed.  But I don't speed coming up to intersection, especially when the hand sign is either flashing or solid.  It just isn't safe, and I have no interest in getting into a collision, my fault or otherwise, in an intersection.  There is really no reason to be doing 15+ through an intersection.  And if there is (life and death situation, pregnancy...whatever) then a little speeding ticket is probably worth making it to the hospital in time.
