Well if their 7th is after his... that said, people sometimes make crazy offers but then those trades get vetoed by In-box Bettman.

Well who knows? Someone who picks near the 20th spot and who has someone they think is going to get snatched up... why wouldn't they trade a later pick down to move up 10 spots?
...and for those of you with a short memory, I had this trade offered to me in the first week of the draft, which I took:
