The minute that anyone does a comparison of Chilli's or Outback to fine dining or comparing the training of their wait staff is the minute that you lose all credibility
Its more along the lines of
Homeless shelter kitchen
Gas Station Sandwich machine
Low teir fast food (McDonalds, BK, KFC)
High tier fast good - Dennys, Humpties
Franchise meal servers - Earls, Olive Garden
The faker high end dining - Ceasars Hys, Smugglers
High end restaurant - Rouge, Il Signo etc.
If your going to dine at the franchise restaurants your getting people that aren't looking at this as a career, its money for them to go to school or party until something better comes along.
If you want the high level of service you need to be willing to pay 50 or 60 bucks a plate and prepare to get laughed at for buying an $30 plastic bottle of wine.

yes, i agree, it's a job they're doing, BUT, they are also only getting paid hourly by the establishment based on the fact that they will receive tips. most servers actually only make minimum wage, or very close to. so when you don't tip them, they actually lose money for providing you with meal service, because they normally pay out to the house a certain percentage of their total sales. so if a 2 top orders $100 worth of food and beverage and no tip is given, the servers have to dig into their own pocket to pay out their fair share of sales, to tip the bartender, hostess, food runners etc...
not tipping because 'society says i have to' is incredibly selfish. how would you like it if you as a server had to pay $10 out of your pocket so 2 people could be served by you and enjoy their lunch/dinner because they didn't want to tip you?

Or you could just not go to restaurants, since it's so hard for you to tip someone who has waited on you that night. Back in the day you had slaves to wait on you and you didn't need to tip them, today you go to a restaurant and have someone get everything for you. Why shouldn't you give them a tip if they get everything for you and it's what you asked for and they were nice and helpful?
It should be manditory for people to work in the service industry at some point in their lives, then they would gladly leave a tip for the good service they get.
