Automated file actions

I am looking for a program that will run on a single computer on my network, so that whenever a file enters a specific folder (probably a network share), it will do a specified action to it. Like if it was a link to a download it would download the contents of that link to that folder or copy a text file to another folder or open a torrent and set it to download. I could code it, but time is not something I have alot of right now.

Anyone have any ideas? I would love something 100% customizable, but if I need 2-3 programs to cover a lot of different options then I am open to that as well.

I know there's a Mac program called Hazel that does this with file extensions as specifications...

try googling Hazel for Windows...there isn't an exact program but there are tons I saw when googling that...all have different features with them.
