Default Swimming Pool Fence

I just set up an above ground pool but my backyard is not fenced. Since it would be a nightmare to fence my yard, I would like to enclose only the pool itself. I was wondering if there is some kind of collapsible fencing system that i could just pound into the ground to surround the pool. It has to be at least 4 foot high and ideally would have a self shutting gate/door/opening.

It seems to be a stupid bylaw because the pool itself is 4 feet high.

Just leave a plugged in extension cord in the pool.

A cover with a lock on it isn't sufficient? I've seen those.

apparently not. this is the bylaw...

Every owner of a private residential swimming pool shall:
  • enclose the pool within a fence not less than 1.2m in height an with openings therein not greater than 100mm in width
  • permit access through the fence only by a gate or door that is equipped with a self closing mechanism, and a latch located on the pool side of the fence at a height of not less than 1.0m
