I have been here in Winnipeg for the last week in the downtown area and I would say about 75% of the people J-walk. And I am not just talking about side streets. It is on major roads like Main and Portage.
I dont know about Winnipeg, but I've found that Western Canada is peculiar in that pedestrians really follow the rules perfectly. I see people waiting for the stupid walking man light at 4:00am with no one around.
In Europe and other major cities if theres no traffic they go, if theres traffic they wait. I dont see the problem with that. In some places its perfectly acceptable to make your way across a street full of heavy traffic frogger style, one lane at a time.

What is wrong with going when its free and clear to go?
You should go to Asia and see how it works there. You basically have to walk into traffic and make the cars stop for you. Its awesome!
I love the fact that I can jay walk in front of a NY police officer, and he doesn't give a crap. There is an inherent risk you take with jay walking, but i feel like its a totally natural instinct to do so.

I do it all the time now, if theres no traffic, just go. Thats how it works pretty much everywhere in the world that I've been outside of Alberta and BC.
If I can go, I go and leave everyone else standing on the curb like a bunch of doofuses.
Besides, when was the last time a cop issued a freaking Jaywalking ticket?

Part of the reason is they don't ticket people in Winnipeg, because J-walkers are automatically at fault if there is a crash. The system works great- I can J-walk without forcing a car to slow down. Everybody wins.

I dunno.. I saw a guy jaywalking across Barlow Tr. N this week, just before the 16th ave crossover. Also at pretty much the closest the 4 lanes are together.

No, I have been walking while I have been here but I am one of those people that try and follow the rules. I am not saying I have never J-walked or have always followed every rule. In fact I have no problem with people J-walking on slow side streets and late at night when there is no traffic, but these people just walk every where no matter if it is rush hour or not.

Funny random story about Jwalking. During the 06 World Cup my cousin and I were down on 17th running around like drunken idiots in the rain. THere were a fair number of people celebrating as well including cars with flags out the window and such.
Sure enough after we run across 17th high fiveing our fellow azzurri supporters a cop pulls over.
I lean in the passenger window and begin begging the cop not to give us Jwalking tickets. He proceeds to tell me not to worry and that it is a great day for our people. I look at his badge and sure enough his name is like Fellicietti or something like that. He proceeds to give me and my cousin both a fist bump and tell us he's supposed to be across the city doing traffic tickets or something but that he just had to check out the celebration down on 17th.
That made me have faith in cops again...for about 20 minutes.

That happened to me the first time I drove in Toronto. The dude gave me an earful, and I thought wtf, I was just being courteous and letting him cross before I go! Then i realized people are a lot more aware of their surroundings there and they anticipate the car driving by before crossing. After that, I didn't yield to anyone and it was great.
The only crappy thing was, I was so used to it by the time I left Toronto, I almost ran over some dude in Calgary shortly after getting back.
