Seems the Boy Scouts aren't being entirely truthful about membership numbers...which in turn gets them more money from charities and government.

Boy Scout volunteer Tom Willis knew something was wrong when he saw that 20 youngsters on the list for a scouting program all had the same last name: Doe.

They should be fined for being stupid let alone anything else.
