When is the last day to use this year's cap?
Hi commishies....sort of rhymes like fishies...
Anyhoo, when is the last day teams can send this year's cap/buy out players using money from this year's cap?

I believe it is the trade deadline? I remember we moved it up so teams just couldn't buy our players penalty-free.

Rule 2 - Any roster moves (specifically player releases) made after a team plays its final game of the season (for non playoff teams this will be their final regular season game, for playoff teams, this will be the game that eliminates them), will impact their salary cap for the next season, based on the rolled over contract.
For example:
Minnesota has Hugh Jorgan under contract for 2 years @ 1.0/season.
They are elimianted from the 2007 playoffs at which point the Wild release Jorgan.
They will be dinged a buyout amount against the contract which is now 1 year @ 1.0/season. This buyout will be applied to the 2007/2008 season.
The way I understand this is that if you don't have the buyout request in before your final game it should count against your cap for next year.
I found this in the thread where the new buy out rules had been added. I don't see it on the rules page. So in that case it's different for every team. I know I've been watching this myself because I have 3 players that I'm going to have to swallow the poison pill on. I'd hate to be down 3-1 in a series and forced to ice a lineup of AHL fill ins, but looks like thats where I'll be, but I've known it all along. So bye bye Lukowich, Calder and Skrastins the better you do the longer you have until I buy you out!

So do we need to have the request in before our last game or does the release have to actually take affect before our last game?

We should get Dictator Hrdina to rule on the use the players in the last game thing. I was treating it as if I used my bought out players in my final game that it would be using illegal players. Granted that would be more important in a playoff game than a regular season finale. Although the last game of the season could have playoff implications too.

You have to have the request in and NOT have the player dressed for the last game. If you send in the request but dress the player you will have to buy him out with next season's cap.

I have further question about this:
If I buy out someone who has a 2-year contract, I'll end up having to absorb some of next year's salary in this is year's....so what I am wondering is can I be over the CPHL salary cap if I have finished playing all my games? Does the Watchdog still bite?

I'm pretty sure the answer to that is no, hence the reason why you have to buy out your players before the last game of the season. Watchdog gets turned off after the playoffs as teams get a grace period to play with their rosters trade wise etc. But in the past during the playoffs all teams were expected to comply with the watchdog.
One potential loophole would be any teams going all the way being able to buyout a player or two and exceeding their salary cap for their 48 hour period and than getting off when the watchdog gets turned back on. But that would seem a bit unlikely to go through.

Yeah I would encourage our GMs not to look for loopholes like that - because we will close them and the more loopholes we close the less overall flexibility the league has. Respect the spirit of the rules. Intentionally exceeding the salary cap at the very end of the season will be frowned upon.
