US citizen working in Canada - taxes?

A guy I know from the Devils forum sent this to me, but I haven't the foggiest clue. I thought someone here might have an idea.

Here is what he sent me:

Someone I know worked in Saskatchewan last year for a few months. He is a union piping insulator and the only work available was there or Las Vegas. What are the tax filing requirements for persons in Canada in general? Have you got any links to informative sites?

(yeah, I know.... Saskatchewan or Las Vegas... hrmm.... I dunno what I would choose....)

So if you are an American citizen working in Canada, at what point do you have to file Canadian income tax?

He probably chose Saskatchewan because cheating is allowed there (see the Riders salary cap). Vegas it's a no no.
