In CPHL all teams are starting the season with the same cap. In NHL Nashville have more respect than Rangers coz they've started with much less money and they spent less money than Rangers for the same or better results. In CPHL IF a team has a lowest cap in the CPHL, it means only that they've started with THE SAME amount of money as all the other teams, and it was GM"s decision to trade away all 12 mills they could. So, even though they might have 53 mills cap and 30 mills payroll, indeed they spent the same 65 mills just like all the other teams (see eaxmple).
Example: if team's payroll is 30 mills and cap is 53 mills, and they stand so for the whole season, how much money do they spend? 30? No. 53? No. 65 they had at the start of the season. 30 mills were used for players, 12 mills were traded away and 23 mills were just wasted. In CPHL the difference between cap and payroll is just WASTED room. In fact, unlike NHL, in CPHL you just CAN NOT cut your costs, you will spend and/or waste ALL 65 mills you've started with, no matter what you'll do. So, since all teams spend the same amount of money, and this is the case in CPHL, there's really no point in calculating stats like this.
