Do you need feedback to start selling on ebay?

My dad wants to sell something but when we create the listing we can't get past step 2, there's no errors.. it doesn't send you to the usualy review and create auction page.

My dad obviously has 0 feedback, do you need to have at least (1) to sell?

Not that I know of. I'd say your dad is more at risk of not selling it beacuse people don't want to buy stuff off people with 0 rep.

I know this may sound dumb, but have you tried a different computer or browser?

Not much as for resolution in there... but there is this:

I too am unable to sell on ebay now. Been like this for 5 weeks and it all seemed to start when they changed the selling format. At the start of the sell menu I am asked to select a category. The category appears as a ghost image and is not accessable.
