Apparently.

I can deal with commercials, what I want is a site where I can go watch any episode I missed at any time.

If it's anything like their respective websites, Canadian IP's are blocked...Hopefully this is different, using torrents for TV shows is a pain.

This is the next important step for TV ( and eventually movies) not losing revenue due to Piracy. I highly doubt it will work in canada without a proxy though.

You are correct. "Currently this video is not available in your country or region. We apologize for the inconvenience."

Along with YouTube, this is also supposed to be their answer to iTunes (they got into a big row with Apple about pricing and DRM earlier this year). It can only be played through your browser - it is currently not downloadable.

So Fox and NBC show 24 here in Canada....but I guess Global or CTV would have to provide the internet service so us Canadians can view the shows online?
